Case Studies
Deecon was engaged by The Clancy Group to assess growth opportunities across three key sectors, gas, data centres and power, to inform their five-year strategic plan and underpin the revenue targets they had set. Working closely with key senior stakeholders, Deecon built a detailed understanding of current strengths and capabilities, as well as those in development. 
Drawing on market trends, investment activity, regulatory shifts and government policy, the resulting report identified 15 quick wins and 10 strategic opportunities for Clancy to consider for their strategic plan. Delivered as a comprehensive 120-page slide pack, the report provided granular, evidence-based detail on each opportunity, along with clear steps to maximise its chances of success.
Deecon delivered a first‑of‑its‑kind procurement and contracting solution for a secure defence client, supporting a new and untested requirement. Through embedded delivery, robust governance support and tailored NEC contract advice, the procurement was delivered on time to enable wider mission objectives, established a best‑in‑class precedent, and achieved £3m savings, representing a 13% reduction in total contract value.
Deecon delivered a strategic procurement programme for a secure defence client, restoring momentum and enabling on‑time contract award aligned to wider mission objectives. Our intervention reduced commercial risk, strengthened delivery confidence and achieved 8% cost avoidance against the total contract value.
Following completion of works, Rainham Industrial Services (RIS) incurred significant costs above contract value due to in-life variations and extensions of time throughout delivery.  
RIS engaged Deecon to support the recovery of these costs and develop a strategy to resolve the commercial disputes. With Deecon’s support, RIS successfully resolved the matters in dispute through mediation.
Deecon were engaged by John Henry Group (JHG) to conduct a commercial review of the CityFibre Cambridge project. Through enhanced commercial review, contract management and supplier management, Deecon strengthened commercial controls, substantiated Compensation Event (CE) claims and identified cost-saving opportunities.
Deecon delivered a system implementation and process optimisation programme for Hamilton Cars, improving operational efficiency across service requests, onboarding and invoicing. By redesigning end‑to‑end processes and implementing automation and reporting, Deecon reduced internal administration burden, accelerated data availability and provided improved operational visibility to support more effective decision making.
Deecon optimised Instalcom’s commercial governance and Cost Value Reconciliation (CVR) processes, implementing an automated system-driven solution within Monday.com to replace manual workflows.
Deecon developed and implemented the contracting and delivery strategy for Gatwick Airport’s Civils CAPEX packages. This included the design and governance of sustainable and effective workflows for Gatwick’s internal team.
Deecon delivered a comprehensive telecommunications labour market insight research project for Openreach, addressing two critical strategic questions, identifying 8 key market issues and developing 12 actionable recommendations. The programme provided clear national and regional strategies to mitigate labour shortages, manage inflation risk and safeguard delivery of Openreach’s long‑term fibre rollout objectives.
Deecon were engaged by SGN to conduct as-is mapping workshops of logistics processes, gather and analyse pain points, and design and map to-be processes. Deecon delivered 42 as-is maps, 37 to-be maps, and eight Level 2 and 3 maps, as well as a Current State Assessment, a Future State Design, and a Gap Analysis Report.
Deecon were tasked with performing a Value for Money (VfM) review of a large first-generation, outsourced service worth ~£700 million. The review was conducted in a condensed three-month timeline and was delivered on time with praise from the Client on our approach, engagement and quality of deliverables.
Deecon was engaged by Cable Giants to deliver a strategic Opportunity Assessment to identify priority opportunities and inform the organisation’s long-term strategic focus and commercial direction. A structured three-step approach was adopted, comprising financial analysis, internal analysis, and external relevance analysis. Deecon engaged with 11 key stakeholders across the Cable Giants team, conducting seven workshops to develop a detailed understanding of the organisation and its strategic context. The engagement concluded with a comprehensive report summarising the findings in a SWOT Analysis, a Risk Analysis, and 16 Recommendations with outlined implementations.
The team were engaged by CityFibre to undertake an extensive review of their operating and engagement model. The project involved conducting extensive market research and producing a detailed supply chain recommendations report. This was informed by conducting workshops with internal stakeholders and Build Partners. The project focused on strengthening CityFibre’s overall strategy and set out specific actions to enhance ways of working, increase efficiency and productivity and improve relationships with the supply chain.
Deecon delivered a rapid yet rigorous review of Kelly Group’s PQQ submission for the VMO2 Hyperion Framework, re‑drafting 19 responses across three core evaluation areas. Our structured and multi‑reviewer approach strengthened the clarity, completeness and competitiveness of Kelly’s submission. This contributed to their successful progression to the Invitation to Tender (ITT) stage for a framework offering a minimum five‑year delivery opportunity.
CityFibre engaged Deecon to lead a Strategic Tender for passive fibre materials as part of its ambitious plan to connect 8 million homes. Building on our successful delivery of the ATAP 1 tender, Deecon leveraged deep market knowledge and collaborative engagement to secure optimal value and supplier capability.
Deecon delivered a strategic third-party logistics (3PL) procurement programme for Hyperoptic, securing a warehousing and distribution partner to support national growth ambitions. The process established a scalable operating model, enhanced market engagement, and provided Hyperoptic with a robust framework for future logistics partnerships.
Biogen were undergoing a significant growth period, expanding their site network to drive crucial developments in the biowaste sector whilst aligning with the government’s 2036 targets. Deecon were engaged to facilitate a strategic sourcing project, to drive standardised and sustainable procurement practices to support their growth. Deecon identified that operational inefficiencies were impeding effective procurement.
Deecon delivered a targeted commercial support programme for EVlution Point Limited, optimising their ROI Calculation Tool and developing a suite of commercial contracts. The engagement resulted in enhanced operational flexibility, improved contract management, and a bespoke ROI tool tailored to stakeholder needs.
Deecon were engaged to carry out a suite of commercial activities to support with establishing a standalone commercial function (previously part of the procurement workstream) and fortifying downstream NEC4 contracts with suppliers.
Deecon partnered with Avove to recover significant outstanding Work in Progress (WIP) across multiple contracts and paused orders. Through a structured four-step approach—data gathering, WIP tracking, validation, and prioritisation—Deecon identified and substantiated over £2.57 million in WIP across 445 projects, with the majority prioritised as quick wins. This process enabled Avove to reclaim funds efficiently, validate over 400 final accounts, and replicate the success across additional workstreams.
Deecon built a scenario-modelling data tool for CityFibre to forecast indexation impact on spend, with integrated dashboards providing analytics on inflation and price indices. It enabled CityFibre to manage inflation costs more effectively, improving data visibility and reporting across 50+ supplier contracts.
Deecon delivered a structured procurement programme for Silverstone Circuits, enabling the appointment of a technically capable contractor to design and build a FIA-CIK regulated karting track within the client’s budget. The process established a repeatable tender framework and strengthened relationships for future project delivery.
Deecon established and operated a robust Commercial Assurance Function for G.Network, implementing best-practice processes, automating key commercial activities, and delivering ~£850k in savings.

Deecon delivered a strategic procurement programme for Whitbread PLC to secure contractors for the refurbishment of Premier Inn hotel rooms. This resulted in the appointment of an additional refurbishment contractor and a multi-million pound annual reduction against existing rates. The process enhanced spend visibility, improved rebate terms, and equipped Whitbread with a reusable best-practice procurement toolkit.
