Economic Deterrence Initiative – Transport Industry Outreach Project
Summary
This project aimed to enhance understanding and compliance with transport sanctions. Deecon Consulting were commissioned to lead the engagement with a UK public sector organisation to improve communication channels, provide clearer guidance, and support organisations in navigating sanctions requirements. Over 160 stakeholders were engaged, resulting in the creation of accessible Sanctions Guidance and the delivery of five key findings and four actionable recommendations to enhance compliance.
The Requirement
As part of the government’s £50 million Economic Deterrence Initiative aimed at strengthening sanctions enforcement, Deecon were engaged to assess levels of sanction understanding and enforcement capabilities and suggest ways in which compliance with UK sanctions across certain sectors could be strengthened.
The Solution
Deecon’s approach followed four phases. Phase 1 involved stakeholder mapping, where key industry actors were identified and categorised based on their relevance to the project, as well as their influence in the sector. Phase 2 was focused on stakeholder engagement. This included interviews and surveys with the identified stakeholders to gather insights into the current understanding levels, and the common challenges stakeholders faced in sanctions compliance. In phase 3, a guidance document was created. The findings from phase 2 were used to inform the guidance document content and format to ensure it was tailored to the needs of the industry. Phase 4 generated the final report, followed by presentation to the Client, consolidating our learnings and key recommendations.
Throughout the engagement, Deecon maintained a transparent and collaborative relationship with the Client. Regular touchpoints and steering groups ensured alignment and efficient communication of emerging issues.
