Supplier Operations

Summary

The Supplier is an arm’s length subsidiary of the Client that takes the expertise gained during the construction of previous projects and advises governments, companies, and organisations across the world.  

Deecon was engaged to assess the impact of the Supplier operations and activities over the past 5 years and to generate and evaluate options for its future and how it can maximise value to the UK economy and global influence.   

The Requirement

Deecon were commissioned to evaluate the impact of the Supplier since its inception in the way it adds value to the UK economy and broader UK government objectives and provide and evaluate options for how the Client and the Supplier could further improve its impact.   

The Solution

  • Analysed the impact of the Supplier by looking at its engagement in projects spanning 18 countries – methods included case studies and interviews with the team, and examining and evaluating the available evidence and metrics  

  • Assessed trends and players in the global wider infrastructure market. Devised options for the future of the Supplier and how it could maximise its positive impact on the UK industry, economy, and the fulfilment of government objectives  

  • Conducted the evaluation and options analysis in accordance with HMT’s Green Book methodology  

The Results

  • Produced a thorough evaluation of the Supplier’s impact in accordance with HMT’s Green Book, capturing its costs, benefits, and performance in fulfilling its multi-faceted mission  

  • Developed a longlist of 20 options regarding how the Client can maximise the Supplier’s future value to the UK economy and UK Government priorities  

  • Detailed longlist evaluation utilising HMT’s Green Book methodology and knowledge of the global infrastructure market, to create a shortlist of 4 options  

  • Final 50-page report produced in collaboration with the Client’s stakeholders to present a ‘preferred way forward’ recommendation and the accompanying methodology
