Deecon delivered a strategic third-party logistics (3PL) procurement programme for Hyperoptic, securing a warehousing and distribution partner to support national growth ambitions. The process established a scalable operating model, enhanced market engagement, and provided Hyperoptic with a robust framework for future logistics partnerships.

The Requirement

Hyperoptic required a logistics partner capable of fulfilling warehousing and distribution needs across the UK, underpinning their rapid national expansion. Deecon were engaged to identify and secure the most suitable vendor by leveraging market knowledge and implementing a robust, competitive tender process.

The five-year framework, valued at approximately £25 million, demanded a partner with the capability to deliver scalable and innovative logistics solutions. Deecon’s remit included designing and managing the end-to-end tender process, from market engagement to final recommendation.


The Solution

Deecon adopted a structured, collaborative approach to deliver Hyperoptic’s objectives:

  • Lotting Strategy & Market Engagement: Developed a lotting strategy aligned to Hyperoptic’s logistics requirements and conducted targeted market engagement to identify and attract leading vendors

  • Tender Process: Launched the tender with a bespoke pack, managing three submission rounds. Collaborative dialogue sessions were held with tenderers to ensure alignment and drive bid optimisation

  • Evaluation & Clarification: Produced comprehensive evaluation decks at each round and facilitated clarification sessions to guide tenderers in refining their proposals. Site visits and assessments were conducted for shortlisted vendors

  • Stakeholder Reporting: Maintained daily and weekly reporting to key stakeholders, ensuring transparency and continued buy-in throughout the process
