Deecon delivered a rapid yet rigorous review of Kelly Group’s PQQ submission for the VMO2 Hyperion Framework, re‑drafting 19 responses across three core evaluation areas. Our structured and multi‑reviewer approach strengthened the clarity, completeness and competitiveness of Kelly’s submission. This contributed to their successful progression to the Invitation to Tender (ITT) stage for a framework offering a minimum five‑year delivery opportunity.

The Requirement

Kelly Group engaged Deecon to support the quality and robustness of their Pre‑Qualification Questionnaire (PQQ) submission for the VMO2 Hyperion Framework. The framework represents a significant delivery opportunity, positioning successful bidders as preferred regional contractors across Consumer, Business-to-Business (B2B), Chief Technology Office (CTO), Field Engineering Office (FEO) and Infill build programmes for a minimum term of five years.

To help Kelly maximise this opportunity, Deecon were required to review, assess and enhance the completeness and clarity of their PQQ responses within an accelerated timeframe.


The Solution

Deecon implemented a structured and standardised approach to evaluate and re‑draft Kelly’s PQQ responses. Over the course of the engagement, Deecon reviewed and re‑wrote 19 responses across three key areas:

1. Health & Safety Management

  • Management processes, monitoring tools and continuous improvement frameworks

  • Duties under CDM 2015 and Principal Contractor responsibilities

2. Environment, Quality & Supply Chain Management

  • Environmental and quality control processes, training and monitoring

  • Demonstration of effective internal and external supply chain delivery

3. Technical Capability

  • Evidence of experience across fibre upgrades, CTO, Consumer, Business, Multi Dwelling Units (MDU) and New Developments

  • Inclusion of relevant examples and supporting evidence

To guide the review process, Deecon applied a clear evaluation framework covering structure, grammar, clarity of messaging, evidencing, language quality and visual presentation. Specific emphasis was placed on identifying omissions, instances where responses did not fully address question requirements, and ensuring each answer articulated a clear and defensible value proposition.

To enhance the depth and impartiality of the review, each response was assessed and re‑drafted by at least two Deecon reviewers. Deecon also facilitated clarification sessions with Kelly stakeholders to validate technical content, resolve information gaps and ensure consensus on final responses.

To support coordination and transparency, Deecon maintained an internal progress tracker to allocate responses, monitor workflow, capture comments and streamline communication with the Kelly team.


The Results

  • 19 PQQ responses reviewed and re‑written

  • Three core PQQ areas enhanced: H&S, Environment/Quality/Supply Chain, and Technical Capability

  • Successful progression to ITT stage, confirmed by Kelly in June 2025

Despite a short turnaround, Deecon’s structured approach, quality assurance methods and collaborative engagement supported the development of a strong, compliant and compelling PQQ submission, positioning Kelly Group effectively for the next stage of the VMO2 Hyperion procurement process.
