Telecommunications Market Insights
Deecon delivered a comprehensive telecommunications labour market insight research project for Openreach, addressing two critical strategic questions, identifying 8 key market issues and developing 12 actionable recommendations. The programme provided clear national and regional strategies to mitigate labour shortages, manage inflation risk and safeguard delivery of Openreach’s long‑term fibre rollout objectives.
Opportunity Assessment
Deecon was engaged by Cable Giants to deliver a strategic Opportunity Assessment to identify priority opportunities and inform the organisation’s long-term strategic focus and commercial direction. A structured three-step approach was adopted, comprising financial analysis, internal analysis, and external relevance analysis. Deecon engaged with 11 key stakeholders across the Cable Giants team, conducting seven workshops to develop a detailed understanding of the organisation and its strategic context. The engagement concluded with a comprehensive report summarising the findings in a SWOT Analysis, a Risk Analysis, and 16 Recommendations with outlined implementations.
Supply Chain Insight
The team were engaged by CityFibre to undertake an extensive review of their operating and engagement model. The project involved conducting extensive market research and producing a detailed supply chain recommendations report. This was informed by conducting workshops with internal stakeholders and Build Partners. The project focused on strengthening CityFibre’s overall strategy and set out specific actions to enhance ways of working, increase efficiency and productivity and improve relationships with the supply chain.
PQQ Review and Tender Support
Deecon delivered a rapid yet rigorous review of Kelly Group’s PQQ submission for the VMO2 Hyperion Framework, re‑drafting 19 responses across three core evaluation areas. Our structured and multi‑reviewer approach strengthened the clarity, completeness and competitiveness of Kelly’s submission. This contributed to their successful progression to the Invitation to Tender (ITT) stage for a framework offering a minimum five‑year delivery opportunity.
Passive Materials Tender Support
CityFibre engaged Deecon to lead a Strategic Tender for passive fibre materials as part of its ambitious plan to connect 8 million homes. Building on our successful delivery of the ATAP 1 tender, Deecon leveraged deep market knowledge and collaborative engagement to secure optimal value and supplier capability.
Project Mercury
Deecon delivered a strategic third-party logistics (3PL) procurement programme for Hyperoptic, securing a warehousing and distribution partner to support national growth ambitions. The process established a scalable operating model, enhanced market engagement, and provided Hyperoptic with a robust framework for future logistics partnerships.
Commercial Support
Deecon were engaged to carry out a suite of commercial activities to support with establishing a standalone commercial function (previously part of the procurement workstream) and fortifying downstream NEC4 contracts with suppliers.
Indexation Tool
Deecon built a scenario-modelling data tool for CityFibre to forecast indexation impact on spend, with integrated dashboards providing analytics on inflation and price indices. It enabled CityFibre to manage inflation costs more effectively, improving data visibility and reporting across 50+ supplier contracts.
Commercial Assurance Programme
Deecon established and operated a robust Commercial Assurance Function for G.Network, implementing best-practice processes, automating key commercial activities, and delivering ~£850k in savings.
Investment Partner Strategy
Deecon were engaged by DELTEQ / COMTEQ to lead their Investment Partner Strategy. This process included defining the investment case and strategy, researching potential investors, and completing due diligence on investment options to find the optimal target investors.
Commercial Support Programme
Deecon partnered with CityFibre to deliver a targeted commercial support programme, driving enhanced cost recovery, robust governance, and streamlined reconciliation processes. The engagement resulted in improved data integrity, stakeholder accountability, and operational efficiency across CityFibre’s cost recovery and measure reconciliation of the delta.
Accelerated Procurement Programme
Deecon were engaged by Community Fibre to conduct an accelerated procurement programme. The objective of the programme was to source new Build Partners as part of its supply chain, to double Community Fibre’s overall build capacity by Q4 2023.
Project Coordination
Deecon were engaged to help CityFibre’s Centre of Excellence Department set up, manage, and report on the 36 recommendations which arose as a result of Deecon’s Supply Chain Insight Project in 2021.
Commercial Process Automation
Instalcom engaged Deecon to build a bespoke commercial tool to speed up the CVR consolidation process. Deecon reviewed Instalcom’s current state and identified areas of inefficiency. The team subsequently designed, built, and implemented a bespoke system on Monday.com.
Commercial Review
Deecon were engaged by JSM to deliver four key functions. This included conducting an operational review to better understand where efficiencies could be unlocked. A contractual review to define the terms of the contract, a systems review in order to determine the suitability of the systems, and a review of JSM’s commercial performance.
Hyperzone Roll-Out Programme
Deecon supported Hyperoptic’s Hyperzone roll-out programme to build fibre to the home. Deecon led a successful tender process from initial strategy through to award, including identifying potential suppliers, collating and developing tender documentation and the execution of down selection and award.
Accelerated Tender Award Programme
Deecon supported CityFibre’s ambitions to award and build fibre-to-the-premises (FTTP) in over 30 UK towns and cities. Deecon delivered a multi-billion pound tender to provide CityFibre with a new supply chain to build fibre network infrastructure across the UK.
