Summary

Deecon delivered a first‑of‑its‑kind procurement and contracting solution for a secure defence client, supporting a new and untested requirement. Through embedded delivery, robust governance support and tailored NEC contract advice, the procurement was delivered on time to enable wider mission objectives, established a best‑in‑class precedent, and achieved £3m savings, representing a 13% reduction in total contract value. 

The Requirement 

The secure defence client needed support to deliver a novel procurement and contracting requirement that differed from its established commercial and delivery models. As a new approach, the procurement had to demonstrate best-in-class practice, maintain fair and proportionate risk allocation, and progress through multiple governance and assurance gates. 

The procurement was delivered within a highly regulated and classified environment, requiring commercial, contractual and governance processes tailored to meet stringent security, assurance and compliance requirements. This created additional complexity around stakeholder engagement, decision-making and supplier interactions. 

The contract needed to be awarded within a fixed timescale to enable wider mission objectives, while ensuring that the chosen contract form, operating principles and commercial structure were appropriate for the nature of the requirement and acceptable to all parties. 

The Solution 

Deecon was embedded within the client team to provide end‑to‑end procurement, commercial and contractual support. We worked collaboratively with Technical, Legal and Commercial stakeholders to fully understand the requirement, identify delivery risks, and shape a procurement approach aligned to the client’s objectives. 

Deecon advised on the appropriate contract form, recommending the use of NEC to support collaboration, transparency and effective risk management. We supported the development of operating principles and led the drafting of procurement and governance documentation required to progress through the client’s approval gates. 

A key focus was ensuring risk was fair, proportionate and aligned to each party’s ability to manage it. Deecon worked closely with the supply chain, including direct engagement and site visits, to understand supplier constraints and capabilities. This insight informed both scope definition and contract drafting, ensuring the final commercial position was robust and mutually acceptable. 

Deecon led and supported negotiations on behalf of the client, balancing commercial value with long‑term delivery considerations. Throughout the procurement, we maintained strong governance discipline and structured stakeholder engagement to ensure approvals were secured efficiently and without delay. 

The Results 

The procurement was delivered on time, enabling the client to meet wider mission objectives and successfully implement a new contracting approach. The final contract established a best‑in‑class example for procurements of its type and has since been used as a reference point for similar future requirements. 

Deecon’s involvement resulted in £3m savings, representing a 13% reduction against the overall contract value, achieved through collaborative engagement, proportionate risk allocation and effective negotiation. The client was left with a robust, compliant contract and a repeatable procurement model that balanced control and flexibility.
