FIA Karting Track Procurement Programme

Summary

Deecon delivered a structured procurement programme for Silverstone Circuits, enabling the appointment of a technically capable contractor to design and build a FIA-CIK regulated karting track within the client’s budget. The process established a repeatable tender framework and strengthened relationships for future project delivery.

The Requirement

Silverstone Circuits (SCL) sought to appoint a contractor for the design and build of a new FIA-CIK Karting Track (primary governing body for international kart racing) and associated buildings. Deecon were engaged to leverage benchmarking and procurement expertise to deliver a competitive tender aligned with SCL’s estimated budget.

The project required a contractor capable of acting as both Principal Designer and Principal Contractor, with significant design development required from stage 3 of the Royal Institute of British Architects (RIBA) construction framework.  Deecon were tasked with managing the end-to-end procurement process, ensuring both technical capability and commercial competitiveness were prioritised.

The Solution

Deecon recommended a one-stage Design and Build procurement strategy, tailored to the project’s design status and complexity. Following approval of the strategy, over 30 contractors were approached, with early engagement meetings held with 15, resulting in strong market interest. Following initial due diligence, selected contractors were issued a Pre-Qualification Questionnaire (PQQ).

PQQ responses were evaluated and six contractors were shortlisted for the Invitation To Tender (ITT) Launch Event at Silverstone. Deecon issued a bespoke ITT Documentation Pack, including detailed submission instructions, JCT Design and Build Contract, General Preliminaries, RIBA Stage 3 designs, commercial pricing model, technical questionnaire, and query logs (contractual and commercial).

Clarification sessions were held with each tenderer, providing focused feedback and fostering alignment across design, delivery, and commercial aspects. Deecon evaluated all submissions and presented a comprehensive Final Recommendation Report to SCL, based on the Most Economically Advantageous Tender (MEAT) methodology, balancing technical and commercial criteria.
