Summary

Deecon established and operated a robust Commercial Assurance Function for G.Network, implementing best-practice processes, automating key commercial activities, and delivering ~£850k in savings.

The Requirement

Following a company restructure, G.Network required support to build a Commercial Assurance Function aligned with industry best practices. Deecon was engaged to design and implement commercial processes, support system implementation, and manage day-to-day commercial operations. Deecon was initially engaged to support the commercial processes of the MDU (Multi-Dwelling Unit) and Remediation programmes. Our scope was then expanded to include Applications for Payments (AfPs) across five other workstreams. This included issuing task orders, ensuring governance and contractual alignment, reporting, and final accounting of partners.

The Solution

Deecon began by reviewing G.Network’s NEC 4 contractual obligations and establishing clear processes, documentation, and governance structures. Key stakeholders were appointed, and relationships with contractors were developed to ensure clarity and compliance. This collaborative nature was paramount to ensure smooth undertakings and mutual benefits.

The team incrementally improved business-as-usual (BAU) tasks, including Task Orders, Applications for Payment, and Compensation Events. Processes and documentation were refined as project needs evolved.

In parallel, Deecon supported the implementation of a Commercial Assurance Tool (based on a Salesforce system, modified by Smartcloud) to automate Task Orders, Compensation Events, and Applications for Payment. Deecon contributed to process design, user story collection, user testing, and partner onboarding, ensuring continuous improvement and alignment with business needs.

As requirements changed, Deecon also led contract renewals, negotiated improved rates, and managed final accounts to ensure optimal data integrity and positive closeout for all parties.

The Results

Throughout the engagement, Deecon played a pivotal role in transforming G.Network’s commercial operations and closed out eight Final Accounts across six partners. The team issued more than 1,400 task orders spanning five distinct workstreams, ensuring that commercial activities were managed efficiently and consistently. By automating and refining key commercial processes, Deecon significantly increased both the speed and accuracy of task order issuance, review, and approval. Our diligent oversight led to the certification of over £14.5 million in payments, providing G.Network with robust financial assurance and transparency. Additionally, Deecon’s approach to reviewing Compensation Events, implementing Payless Notices, and driving cost reductions resulted in substantial savings of ~£850k against project targets; this delivered immediate financial benefits and established a foundation for ongoing commercial excellence within G.Network.
