Accelerated Tender Award Programme

Summary

Deecon supported CityFibre’s ambitions to award and build fibre-to-the-premises (FTTP) in over 30 UK towns and cities. Deecon delivered a multi-billion pound tender to provide CityFibre with a new supply chain to build fibre network infrastructure across the UK. Deecon collaborated with CityFibre to deliver the tender process from initial strategy to execution in an accelerated timeline of 3.5 months.

Situation & Approach

Deecon were engaged by CityFibre to help lead their Accelerated Tender Award Programme (ATAP) from initial strategy to execution. This programme is intended to secure contractors to deliver full-fibre network infrastructure, as part of CityFibre’s target to reach 8 million premises with full-fibre. The tender process included 56 tenderers and spanned over 30 cities and towns, with a total spend of ~£1.6bn.

This tender was executed remotely due to the COVID-19 pandemic. Despite this challenging business environment, Deecon delivered its final recommendation report only 3.5 months after the Invitation to Tender was issued.

We leveraged our expertise in the Construction and Infrastructure sector and worked collaboratively with CityFibre to develop a bespoke Pre-Qualification Questionnaire, Invitation to Tender and a detailed pricing model.

The pricing model included over 200 key rates broken down into various component parts. The pricing model also included built-in heatmaps to enable live and bespoke analytics assisting both CityFibre and Tenderers to achieve a sustainable outcome. Our in-house proprietary software, Deecon Core, consolidated and analysed over 1.3 million individual pricing points from tenderers over multiple pricing rounds achieving both client targets and a sustainable supply chain.

Results

  • Deecon gathered a nuanced understanding of the supply chain so as to constructively challenge CityFibre's delivery model.
