Hyperzone Roll-Out Programme

Summary

Deecon supported Hyperoptic’s Hyperzone roll-out programme to build fibre to the home for 3 central London locations: Brixton, Paddington and Southwark. Deecon led a successful tender process from initial strategy through to award, including identifying potential suppliers, collating and developing tender documentation and the execution of down selection and award.

Situation & Approach

Deecon were engaged to support Hyperoptic in securing their supply chain to deliver fibre to the home through 3 - 10 Hyperzones. 

Deecon identified new tenderers to add into the process and completed due diligence of all potential suppliers. We created a bespoke instruction pack and all evaluation documentation to be issued to the tenderers.  

We then conducted 2 rounds of clarification and internal reporting to Hyperoptic stakeholders at each round of evaluation. Using our proprietary software, Deecon Core, we consolidated and produced bespoke analytics for the tenderers. Deecon conducted in-depth analysis and cost breakdowns for 50 key rates within the Pricing Model.  

Deecon developed bottom-up build-ups of each activity rate used to benchmark rates received by tenderers, resulting in clear, open and transparent feedback to both tenderers and Hyperoptic.

The tender process was completed within 5 months and  Hyperoptic  successfully awarded to multiple delivery partners. 

Results

  • Deecon conducted extensive bottom-up benchmarking of 50 key rates

  • Procured the first Build Partner supply chain for Hyperoptic’s fibre to the home
